Recreational Vendors in Public Parks

Do you manage a great resource that nobody knows about? Are you getting calls from vendors asking if they can use your site, or observing commercial entities utilizing your park space frequently? Do you need a revenue stream to offset O&M expenses? If you answered yes to any of these questions, as a park manager you might want to explore commercial vendors in your park/greenspace. Explore the many different ways to implement a permitted vendor system to improve access to your facility, increase your revenue and even improve visitor experience. In this session, we will analyze several different models and processes currently in place along the San Antonio River. Topics covered in this session include:

  • Discussion of different commercial vending contracting models
  • Exploration of the pros and cons of these different models
  • Identification of ways to gather information to decide which contracting model is best for their facility

 

 

Matthew Driffill

Recreation Superintendent,

Matthew Driffill was raised in Helotes, TX and attended Texas A&M University, graduating in 2004. A year later Matthew returned to A&M to pursue a master’s of science in water management. In 2007 he was hired as the director of the Seguin Outdoor Learning Center in Seguin, TX. He began working with the San Antonio River Authority in October of 2009 as the Education Specialist. In 2011 Matthew took on the additional role of leading the Nature Based Park Program, coordinating development projects and programming for the River Authorities park resources. In 2013 Matthew was promoted to Recreation Superintendent. In his current position Matthew develops and oversees the public outreach, programming, vendor contracting, event permitting, and park development projects for the River Authorities recreation sites throughout Bexar, Wilson, Karnes, and Goliad Counties.

Creating a Grassroots Advocacy Campaign

You don’t need to be an attorney or high-powered lobbyist to get politicians to approve more bike lanes, trails and laws that encourage cycling safety; you just need passion, organization and know a little bit about creating a grassroots campaign. Some of the most effective advocacy campaigns started with just a few passionate individuals who met in their homes and rarely had meetings in Austin or Washington D.C. Social media has only increased your ability to create a grassroots campaign. During this session, we will provide a framework including utilizing some very practical tools and techniques to develop a grassroots advocacy campaign. Participants will be able to immediately apply these tools and techniques to cultivate their community outreach efforts to advocate for their cycling community without using the usual lobbying efforts. By the close of the session, participants will recognize the importance of everyone advocating on behalf of cycling at the local, state and national level and have the knowledge necessary to convert their passion into real community change. After all, every single one of us plays a role in advocating for cyclists.

Mary Beth Harrington

Passionate Nonprofit Expert,
501c³-Taking Nonprofits to the Third Power

For over 20 years, Mary Beth Harrington has been one of the Texas nonprofit sectors most passionate supporters. Her career path is unique, as she has not focused on one particular sector. Rather, she has worked with all nonprofits from Aids to Zoos and everything in between; usually providing training most notably as Director of Curriculum & Development at the San Antonio Area Foundation, Director of Agency Relations at the Volunteer Center of North Texas, and as Director of Community Outreach at the Texas Association of Nonprofit Organizations (TANO).

Harrington’s presentations are based on the knowledge she has gained working with hundreds of nonprofits as well as her own experiences as Executive Director at the Austin Public Library Foundation, Volunteer Coordinator at the Dallas Public Library, member of numerous nonprofit boards and Director of Marketing at BloodCare (now Carter BloodCare) where her nonprofit career began.

A passionate expert for the nonprofit sector, Harrington averages over 20,000 miles a year crisscrossing the state articulating issues facing our nonprofit community; urging nonprofits to welcome new leadership, collaborate to be more effective, and develop their boards to be more sustainable. A much sought after speaker, her presentations are characterized as energetic, thought provoking and content rich. (So hang onto your seats!)

Previous to her experience in nonprofits, Harrington spent ten years in public relations and advertising promoting everything from a building implosion to psychiatric hospitals and cinnamon rolls!

Vision Zero in Cities Without Prominent Grassroots Advocacy

Vision Zero is the prevention of deaths and serious injuries from traffic crashes. It recognizes that driving is inherently dangerous, people make mistakes, and that transportation systems must be designed to ensure human errors do not result in fatalities or serious injuries. The pursuit of Vision Zero improves not only the safety of those who drive, ride bikes and walk, but also creates more livable, walkable communities. Vision Zero policies are gaining support in U.S. cities, but so far has seen the greatest adoption in cities with historically prominent cycling and walking advocacy. Experience in San Antonio demonstrates that Vision Zero policies can be successfully pursued in cities lacking strong, well-recognized grassroots advocacy. This presentation shares the emergence of San Antonio as an early adopter of Vision Zero, and the unique path in doing so through local government leadership rather than grassroots advocacy. Insights are offered that may help others advance Vision Zero and active transportation in their communities, either through advocacy or local government. In this session the presenter will

  • Define Vision Zero and explain the Vision Zero principles.
  • Summarize key elements necessary for local government adoption of Vision Zero.
  • Describe how local governments can be encouraged to adopt Vision Zero policies without the presence of strong grassroots advocacy.

Kevin Barton is an Associate Professor-Professional Track in Computer Information Systems at Texas A&M University-San Antonio. His experience living in Asia, Central America, and Europe helped shape his views on life and living. His experience commuting by bicycle and his general interest in research and urban areas created a strong conviction in improving the safety and appeal of active transportation. He has five children and is married to San Antonio District 5 Councilmember Shirley Gonzales.

In 2012, the City of Denton adopted its’ Bike Plan. The plan didn’t happen overnight; it took the work of many dedicated citizens and elected officials. Mayor Pro Tem Dalton Gregory will speak about the early days of advocating for bike infrastructure in Denton that culminated in the adoption of the Bike Plan and dedicated funding for bike infrastructure. City engineer, Noreen Housewright, and Bike/Ped Coordinator, Julie Anderson, will discuss the projects implemented and lessons learned. A good active transportation network includes links to trails, and Jim Mays, Park and Recreation Department, will discuss the Parks system in Denton. Learning Objectives include:

  • Giving examples of completed bike infrastructure
  • Identifying ways to fund projects
  • Discussing lessons learned from completed projects

 

Dalton Gregory

Retired,
City of Denton

Dalton Gregory was first elected to the Denton City Council in 2009. After being elected three times to the District 2 seat he then was elected to the Place 5 At-Large position. He became an advocate for bicycling and pedestrian issues during his first campaign when local bike advocates explained their concerns. Gregory saw how making Denton more friendly to bicyclists and pedestrians fit his goal of making Denton livable and providing amenities desired by families, folks wanting a more active lifestyle, and by those engaged in the creative economy.

Gregory credits the Bike Texas conference in 2010 with providing the resources and technical information he needed to convince first the Council Mobility Committee and then the entire Denton City Council that the city could implement bike accommodations. That led to a 2012 Bike and Pedestrian Plan that has seen funding growth each year since it was completed.

Gregory is retired after 36 years in public education, most of that time as an elementary school principal in Denton. He is an avid walker and pedestrian.

 

Jim Mays

Superintendent of Planning and Construction,
City of Denton

Jim Mays is the Superintendent of Planning and Construction for the City of Denton Parks and Recreation Department. His current position allows insight and direction for the future growth of the City of Denton Parks and Recreation Department’s infrastructure and facilities. In his current position Jim has influence in the expenditure of a $12,084,114 General Fund Budget as a diverse mixture of secondary funding measures such as Park Dedication and Development funds, Park Foundation funds, HOT funds, Tree Mitigation Funds, individual park trusts, Gas Well revenue, as well as multiple grant funded projects. Jim is responsible for the procurement of design services and timely construction of multiple projects that enhance both the safety and aesthetics of public property within the city limits of Denton, Texas utilizing a mixture of in-house staff and contractors.
Jim began his career in Parks in 1994 with the City of Garland Parks and Recreation Department and transferred to the City of Denton in September of 2000. Jim and his wife Angela have 3 sons, Kyle 18, Sean 12, and Braden 9.

 

Noreen Housewright, P.E., C.F.M.

Senior Engineer,
City of Denton

Noreen Housewright, P.E., C.F.M is a Senior Transportation Engineer with the City of Denton in the Engineering Service’s Capital Improvement Projects (CIP) Department.She is responsible for the design and construction management of many streets, drainage, and bicycle accommodation capital improvement projects. Noreen has worked in the City of Denton’s CIP Department since January 2008 after working for TxDOT for nine years as a Design Engineer. She has a B.S. in Civil Engineering from Florida International University in Miami, FL and is also a Certified Floodplain Manager (CFM). Noreen and her husband, Bret, have been married for 17 years and have three daughters, Rachael 14, Carleigh 11, and Elissa 9.

 

Julie Anderson

Bike/Pedestrian Coordinator,
City of Denton

Julie Anderson is the Bike and Pedestrian Coordinator for the City of Denton, TX, a position she has held since January 2015. She works with city engineers to implement the Bike Plan with on-street infrastructure. She also works with other city departments for bike parking, public education, community events and spreading the word of active transportation choices in Denton. Prior to coming to Denton, she worked for the City of Topeka and Topeka Metro Transit Authority as their shared multi-modal planner for two years. While in Topeka she worked on implementing bus shelters, received a KDOT grant to fund Phase II of the Bikeways Master Plan, and implemented Topeka’s annual bike count program.
She received a Master of City and Metropolitan Planning and a Bachelor of Arts in Film Studies from the University of Utah.

From Abilene, Texas, Justin Crossland has been mountain biking for fifteen years and has been involved in outdoor education in higher ed for the past nine years. He currently runs the Outdoor Program for Texas A&M University-Commerce and has been participating in the IMBA Instructor Certification Program. In addition to teaching and programming in outdoor ed he enjoys having an active family. His wife and two young daughters spend their free time skiing, climbing, and mountain biking as a family.

 

Ryan Spates

Ryan Spates has been an avid mountain biker and hiker for over 25 years and a professional trail builder since 2003. As an owner of S&S Trail Services, Spates has led and worked on trail projects on over 400 miles of trails across Texas and the US. As an outdoor educator, Ryan has led classes and volunteer workdays on more than 100 occasions, extolling the virtues of sustainable trail construction and management techniques. His work at developing new construction techniques and solutions, partnered with his passion for mountain biking, keep him extremely busy in the woods the majority of the time.

However, they can be costly to build and even more costly to operate. Learn from case studies of extraordinary destination trails that other communities from around Texas are planning, and how they are redefining our ideas on what a trail is.

Communities everywhere are looking to create iconic “destination” trails that become the focal points of their communities, and that also generate economic development and tourism. We hear about the very expensive trails that large cities like Dallas and Houston are creating, but what are other communities doing?

Learning Objectives for this session are:

  • Learn about new trends and ideas for destination trails seen from several cities across Texas and recognize solutions that fit their community. Participants will recognize these trends could affect their community and how they can apply that to their community.

He has been a visiting lecturer at Texas Tech and the University of Texas on topics ranging from urban and park planning to landscape architecture. Lenny Hughes is Vice President and Director of Landscape Architecture for Halff Associates’ office in Richardson, Texas, and has lead the development of signature parks and trails throughout Texas for more than 20 years. He has presented to the Greater Dallas Planning Council, TRAPS Region 2 and 3, and to multiple city councils and communities on Park and Trail related topics, and has also been a guest lecturer at Oklahoma State University. Why Kids Need Nature – Now

Children today are spending an average of 7-11 hours per day indoors, sedentary, with media and only minutes per day playing in nature. The result of this disconnection with nature is a rise in childhood obesity, diabetes, lack of vitamin D and rise in depression. The good news is this is a solvable issue. We can reconnect children and families with nature to build the next generation of stewards. Texas Children in Nature and many others are dedicated to restoring a connection with nature for a healthier, happier and smarter generation of Texans. In this session participants will be given examples of the positive effects of a connection with nature, we will outline how participants can make a difference and participants will identify efforts are currently underway in their communities.

Nancy Herron is the Outreach and Education Director for Texas Parks and Wildlife Department. Her background includes over 20 years with TPWD in conservation education, and prior work as a non-profit administrator, teacher and journalist. Nancy has been a leader in the movement to reconnect children and adults with nature at the state and national level. Nancy is a recipient of multiple awards for educational innovations and leadership and is passionate about bettering our children’s future. She currently serves on the Children & Nature Network board of directors and is on the Texas Children in Nature steering committee.

Bicycle Mobility by Design in Corpus Christi: Planning for the Right Infrastructure in the Right Places

The dominant development pattern in the greater Corpus Christi area no longer fosters an active lifestyle, with dire consequences in terms of public health, environmental quality, and quality of life. Re-establishing bicycling and walking as meaningful mobility alternatives requires strategic planning to change both the built environment and community culture. In 2015, the Corpus Christi MPO (CCMPO) completed a state-of-the-art bicycle mobility plan as the first phase of its Strategic Plan for Active Mobility, with the hope of catalyzing a sea change in a community that still lives in the shadow of the moniker “fattest city in America” (Men’s Health Magazine, 2010). As in many communities, the inclusion of bike facilities in roadway projects facing budgetary shortfalls sparked fierce debate in the community, and advocates for bike infrastructure found it difficult to defend these investments without a strategic plan.

The CCMPO’s Bicycle Mobility Plan alleviates the uncertainty about where bike infrastructure belongs and how much it will cost by specifying exactly where bike infrastructure should be located to provide a meaningful mobility alternative, what type of infrastructure (from bike boulevards to dedicated cycle tracks) should be installed on each segment of the network to uphold the target level of safety and service, and how that infrastructure should be designed and maintained. This presentation will detail the multi-step spatial analyses used to identify community hotspots and define linkages between them (including off-road trail connections where feasible); it will highlight the creative engagement tools used to capture users’ route priorities and explain how these priorities were incorporated into the planning process; and it will showcase the facility selection model used to prescribe what infrastructure should be installed on each network segment.
Learning Objectives for this session include:

  • Outline the steps in the data-driven processes used to define a network of linkages between key activity centers and identify what types of bicycle infrastructure should be installed on each segment of the network to uphold the level of safety and service that the community wants
  • Identify critical lessons learned about implementing such a planning process, from scoping the effort to shepherding the final plan through adoption at the municipal level (and everything in between!)
  • Define strategies for building a compelling case for investment in infrastructure and programs to support active mobility, including metrics of programmatic success

Jeffrey Pollack, AICP ENVSP, Transportation Planning Director of the Corpus Christi Metropolitan Planning Organization (MPO), is a big picture community and environmental planner who is passionate about the role of integrated, multi-modal mobility planning in the design and growth of livable communities. Jeff has a Bachelor’s Degree from Northwestern University and a Master’s Degree from the Nicholas School of the Environment at Duke University, where he was a Doris Duke Conservation Fellow. Jeff is a certified planner through the American Institute for Certified Planners and is an Envision Sustainability Professional through the Institute for Sustainable Infrastructure.

Equity in Cycling will explain how equity can be considered when planning for cycling by offering an overview of the following issues: infrastructure, engagement, policy, enforcement education, implementation, and advocacy; and what the best practices in these areas are. The presentation will provide a brief history of bicycling in the U.S. roadway infrastructure funding and development, hostility between cars and bikes, and perceptions that bicycle infrastructure presents in low-income communities.

The presenters bring experience from multiple sectors (non-profit, public, academic, and private), which allows for meaningful dialogue with session participants to address issues experienced in their communities.

Tara Mather

Tara Mather is an Associate Planner with Asakura Robinson. She brings a public interest design and planning approach to the practice, emphasizing meaningful public engagement that builds momentum for continued community involvement. Tara holds a Masters in Urban Planning from the University of Michigan, with a concentration in physical planning and design. Both her professional work and community involvement have focused on exploring how the public realm can enhance the human experience by promoting social interaction and efficient and equitable transportation.

Tara’s professional involvements include the American Planning Association, Central Texas Chapter, Bike Austin Neighborhood Advocacy Committee, AIA Austin DesignVoice Committee, the Houston Bike Plan, Southern Downtown / CBD Public Realm Plan, Houston, METRO Bike & Ride Access & Implementation Plan, Houston and Healthy Community Design Workshops, Houston.

Tara regularly commutes to work and traveles around her neighborhood by bicycle. She’s a volunteer with Bike Austin, and has contributed to improving bicycling in Houston though projects like the Houston Bike Plan and METRO Bike & Ride.

Adrian Lipscombe

Project Coordinator,
City of Austin, Active Transportation Division

Adrian Lipscombe is the Project Coordinator for the Active Transportation Division in the Austin Transportation Department in Austin, where she focuses on accessibility, bike and pedestrian route directness, and continuity to raise the level of cycling and walking for daily travel and improve cycling and pedestrian safety through expanding infrastructure while raising awareness about “muscle-powered” transportation.

She currently is a Ph.D. student in the Community and Regional Planning Program at the University of Texas at Austin. She is concentrating her studies on the perception of minorities towards transportation. Adrian obtained a BA in Architecture and a Masters in Architecture with a certificate in Urban and Regional Planning at the University of Texas at San Antonio. She is a member of the American Institute of Architecture Associates and the American Planning Association. She is currently serves on the board of Women in Transportation Seminars-Heart of Texas. Adrian also played a major role in the development with the San Antonio and Austin bike share system.

Torrance Strong

Torrance Strong operates  T. Strong Transportation, a bicycle based business in Dallas. He has been involved in several bicycle infrastructure projects on the city level throughout the Dallas/Fort Worth Megaplex. His goal as a BikeTexas Board Member is to expose more individuals to cycling as a safe useful, alternative form of transportation. He also envisions BikeTexas being involved in more cycling events in the near future.

Torrance is a graduate of Southern University and a League Cycling Instructor (LCi), certified through the League of American Bicyclists, in addition to serving as a BikeTexas Board Member. He is a commuter cyclist and participates in weekend bicycle rides throughout the country.

Bike Parking Texas Hold ‘Em

The number of bicyclists in Texas is steadily on the rise year after year. El Paso, Fort Worth, San Antonio, Dallas, and Austin are among the fastest growing bike commuting cities in the country. College Station boasts one of the country’s highest share of bike commuters, and more than 6,000 working Houstonians consider the bicycle their primary form of transportation. Bike parking, like car parking, needs to be properly addressed in new developments, significant renovations, and projects that prompt a change-in-use. Where are these growing number of commuters going to park their bicycles? Urban planners recognize that the growth in bike use will challenge the desired aesthetic and access to our public spaces unless we plan for them intelligently and pro-actively. Cities are scrambling, usually at a sloths pace, to enact regulations to address the growing demand. Inadequate bike parking is one of the primary reasons potential bike commuters choose not to ride. This session explores bike parking regulations from across the country, what’s in place and the factors that seem to be generating the most favorable results in private developments, the public right-or-way, and for events. In it we will provide an overview, a case study, play a game of Bike Parking Texas Hold ‘Em, and share with each other all sorts of bike parking tales from the Lone Start state.

Lou Fineberg

National Advocacy Accounts Manager,

Lou Fineberg is the National Advocacy Accounts Manager at Dero, supporting bike advocacy groups nationwide in their efforts to meet their cities’ bike parking needs. Fineberg co-founded Bike Pittsburgh and helped lead the organization in multiple roles for a decade. As Bike Pittsburgh’s Business Program Director, he developed the Bike Friendly Employer program that integrated consulting services with commuter choice programming, working with companies like Google, Alcoa, and BNY Mellon. Fineberg also brought attention to Pittsburgh’s cumbersome bike parking regulations, which eventually led to new streamlined rules. Taking the concepts identified in North Carolina’s Watch For Me NC campaign, Oklahoma City expanded Watch For Me OKC to include three major campaigns – 1) Promotional and Educational, 2) Enforcement and Evaluation, and 3) Demonstration Projects. The demonstration projects took three urban corridors and transformed them into multimodal, active transportation corridors. Implementing successful active transportation corridors became the best education tool for Watch For Me OKC. In this session participants can expect to recognize new elements to include in safety and awareness campaigns, identify various affordable and efficient implementation techniques and list a variety of implementation projects to enhance safety and awareness campaigns

Bill Collier is a Houston native who graduated from Texas A&M in 1995 with a degree in Industrial Distribution. In the professional world he has severed in various leadership capacities and currently is the Global Engineering Manager for Pentair’s Thermal Heating Division which builds heating systems for the petrochemical industry. In his private life he has been an avid endurance athlete with two Ironman completions. His love of nature and exercise led him to the sport of mountain biking where he became heavily involved in advocacy work in 2012. He has been a trail steward of the 100 acre wood trail system, served on the board of GHORBA as the advocacy director, and is currently the President of GHORBA. He is also a Bayou Land Conservancy member, husband, and father of a 12 year old.

From Crosswalks to Boardwalks: A Partner Project

The From Crosswalks to Boardwalks Project is a collaboration between the Trinity River National Wildlife Refuge (US Fish and Wildlife Service), City of Liberty, Liberty ISD, and many volunteer service organizations. This project was designed to get the public outdoors via a network of bicycle routes, hiking trails, and paddling trails. The project has brought awareness to the Trinity River National Wildlife Refuge, served as a living classroom to many youth, and has increased the livability of the City of Liberty.

The project was created with minimal budget, uses strategies for low maintenance hiking trails, and has created a network of bicycle routes that connect the public to not only trailheads, but also to neighborhoods, parks, schools, city/county government buildings, and grocery stores, all while keeping the public off of the busiest street in the city.

This session will assist learners in how they can create functional outdoor infrastructure in their cities with minimal budget, time, and effort. It will discuss how to design bicycle transportation systems, build boardwalks for increasing access to nature, and maintain a hiking trail system on a very small budget.

This project can be taken as a model to get people from the crosswalks of the city to the boardwalks of the outdoors, ultimately connecting with nature.

Laurie Lomas Gonzales is the wildlife Biologist at Trinity River National Wildlife Refuge in Liberty, TX. She has lived in Liberty for 10 years, but prior to that she lived in Florida, New Mexico, California, and the place where she grew up, south Texas. Laurie is from the Rio Grande Valley. She attended college at Texas A&M University–Kingsville where she double-majored in Animal Science and in Biology, and then moved to New Mexico State University where she received her Master’s Degree in Wildlife Science.

Laurie currently works for US Fish and Wildlife Service at Trinity River National Wildlife Refuge in Liberty, TX. Besides her biological duties, she also works with visitor services, volunteer coordination, and environmental education.

Laurie enjoys hiking, biking, climbing, and everything outdoors. She also enjoys dancing, cooking, and gardening. She lives with her husband, Chuck and their 10 month old twin boys. She says, “Here’s the thing about raising twin boys, they are like wild animals. I might as well be raising a pair of raccoons!”

The session will describe the resources available through the focused approach to safety along with priority programs and countermeasures for improving pedestrian and bicycle safety promoted by FHWA.

As Safety Engineer for the FHWA Texas Division, Steve is responsible for the federal oversight of the ~$180 million per year Highway Safety Improvement Program and Highway – Rail Grade Crossing Program. Steve works with TxDOT, MPOs and locals around the state to implement the Texas Strategic Highway Safety Plan and promotes US DOT safety initiatives to reduce fatalities and serious injuries on all public roadways. His 11 years with the FHWA includes time in various offices with work in highway design, general project delivery, operations and ITS, and primarily in highway safety. Steve is originally from Milwaukee, Wisconsin and received a BSCE from the University of Wisconsin – Madison, a MSCE from the University of Texas at Austin, and is a Professional Engineer in Nevada.

His professional involvements include being a member of the Institute of Transportation Engineers, past chapter chair, Young Professionals in Transportation – Austin Chapter and member of the City of Austin Vision Zero Task Force

She is owner of Zebra Learning, a professional development consultant for teachers and a CPR/AED/First Aid certified instructor who is an owner of an Educational Service Center. She has coached other teachers how to talk to elementary students about safety and encourages physical education teachers to teach students the importance of knowing the laws and rules for being safe.

Her professional involvements include S.H.A.P.E. America formally AAHPERD, Texas Association of Health, Physical Education, Recreation, and Dance and various projects that inform, teach, engage and motivate students to live a healthy lifestyle that will pave a pathway to longevity beyond a 100 years. Case Study: Lone Star Trail\Campion Trail Connection Project

The Lone Star-Campion Connection Trail is part of the region’s larger Trinity Trail System, a multi-CaseStudyLoneStarTrailcounty project that will connect Dallas to Fort Worth. The Irving and Grand Prairie connection concludes a three-year, nearly $2.5 million dollar joint effort among Dallas County, the City of Irving and the City of Grand Prairie. This 2.65 mile trail project connects the City of Grand Prairies’ Lone Star Trail with the City of Irving’s Campion Trail South to provide 10 miles of continuous trail. Some of the obstacles of the project included designing\working within the Trinity River floodplain, obtaining easements from various types of landowners and coordinating the trail alignment with multiple entities. The process from taking raw floodplain land and massaging the environs to one which users can use for various experiences will be reviewed.

Learning Objectives for this session are to describe the design process in determining trail alignment, summarize the steps taken to obtain the necessary easements, and discuss trail details and lessons learned.

These regional entities are partnering with local governments to develop and implement long-range pedestrian and bicycle plans, helping create well-connected active transportation networks. Hear panelists from the Austin, Dallas-Fort Worth, Houston, and San Antonio areas discuss regional planning efforts and other initiatives aimed at making walking and biking a safe and convenient transportation option within the state’s metropolitan areas. Kevin Kokes is a Senior Transportation Planner within the Sustainable Development Program of the North Central Texas Council of Governments (NCTCOG) Transportation Department. The Sustainable Development Program is responsible for preparing and implementing programs and projects that integrate land use, transportation, and air quality policy of Mobility 2040, the Metropolitan Transportation Plan for the 12-county North Central Texas region. These activities include transit-oriented development (TOD) initiatives, and increasing accommodations and planning for active transportation throughout in the region. Active transportation efforts include planning for regional bicycle and pedestrian facilities, safety and education programs.

Prior to joining NCTCOG, Kevin worked in both the public and private sectors. His responsibilities included management and preparation of community comprehensive plans, transportation corridor studies, land use and transit-oriented development studies, urban design guidelines, complete streets and context sensitive solutions, sustainability plans, LEED project facilitation, community meeting facilitation, and design charrettes.

Kelly Porter, AICP, is Senior Multimodal Planner for the Capital Area Metropolitan Planning Organization (CAMPO). He also serves as interim manager for the Regional Planning Division at CAMPO. In his role with CAMPO, Mr. Porter manages the long-range planning activities which includes the Regional Transportation Plan, the Active Transportation Program, and the Platinum Planning Program. Mr. Porter has over nine years of planning experience and has worked in the public, private and nonprofit sectors, as well as with communities of varying scale from small rural towns to dense urban communities. Before CAMPO, Mr. Porter worked for the Houston-Galveston Area Council where he worked as part of the team developing the 2040 Regional Transportation Plan and Our Great Region 2040 Sustainable Development Plan, in addition to working on safety programming, sub-regional planning initiatives and healthy communities planning. He also managed nine Livable Centers land use/transportation studies, two award winning sustainability case studies, and the pedestrian-bicyclist, parks, and floods programs. Mr. Porter is active in the leadership of the American Planning Association at the local, state and national levels. Mr. Porter received his Bachelor of Arts Degree in Sociology from Prairie View A&M University in 2006 and his Masters of City and Regional Planning with an emphasis in Land Use, Environmental Planning and Growth Management from University of Pennsylvania in 2008.

Allison “Allie” Blazosky joined the Alamo Area MPO in June 2013. As the bicycle/pedestrian transportation planner, she works to increase awareness of and participation in active transportation modes through outreach, community education and facility planning. She coordinates the Bicycle and Pedestrian Mobility Advisory Committees (BMAC and PMAC) and leads the MPO’s Walkable Community program.

Allie is a certified planner through the American Institute of Certified Planners and is Secretary for the Women’s Transportation Seminar (WTS) San Antonio Region. She holds a Masters of Urban Planning from Texas A&M University and a Bachelor of Arts in English from Trinity University.

Andrew Pompei, AICP is a Senior Regional Planner at H-GAC’s Community and Environmental Planning Department. As the metropolitan planning organization (MPO) for our region, H-GAC works with local governments to allocate funding towards transportation improvements, including pedestrian and bicycle infrastructure. Mr. Pompei has worked with H GAC’s Pedestrian-Bicyclist Subcommittee to draft the 2040 Regional Pedestrian and Bicycle Plan, along with other initiatives related to the agency’s Pedestrian-Bicyclist Program. As part of the Bringing Back Main Street program, he helps communities address issues related to downtown revitalization. Prior to working at H-GAC, Mr. Pompei practiced planning in Virginia, where he worked with elected officials and community members to develop land use policies and long-range plans. Mr. Pompei holds undergraduate and graduate degrees in Urban and Environmental Planning from the University of Virginia. He is a member of the American Institute of Certified Planners (AICP) and serves as Treasurer of the Houston Section of the American Planning Association.

Recognize how to approach businesses about the merits of being bike friendly and advise your community’s employers and property managers what’s needed to make it happen. The cornerstone of a bike friendly business is secure bike parking that functions appropriately, its absence, and the lack of destination facilities in general are among the most common reasons given why more people aren’t biking to work. In this session we’ll identify a wide range of employers who have made the investment, how it’s playing out, and how being bicycle friendly effects their bottom line. Discussions will include motivating factors for both urban and suburban locations and examples of various bike parking facilities. In this session participants can expect examples of how employers and property managers profit financially by making their destinations bicycle friendly, discussion of appropriate bicycle destination facilities for several different situations, e.g. context in city, industry type, number of employees, space limitations and the process of working with an employer or property manager from pre-contact to post-implementation, including evaluation and ongoing relationship development.

Lou Fineberg is the National Advocacy Accounts Manager at Dero, supporting bike advocacy groups nationwide in their efforts to meet their cities’ bike parking needs. Fineberg co-founded Bike Pittsburgh and helped lead the organization in multiple roles for a decade. As Bike Pittsburgh’s Business Program Director, he developed the Bike Friendly Employer program that integrated consulting services with commuter choice programming, working with companies like Google, Alcoa, and BNY Mellon. Fineberg also brought attention to Pittsburgh’s cumbersome bike parking regulations, which eventually led to new streamlined rules. He has authored two books – Three Rivers on Two Wheels and Urban Biking Companion – to help bicyclists safely navigate Pittsburgh. He has also presented on panels and mobile workshops at the National Bike Summit and Pro Walk Pro Bike Pro Place.

 

Fernando Martinez

Fernando is originally from Mexico City, his experience on bikes started since 1980 manufacturing steel bikes and bike parts. He also has experience as a PRO mechanic and raced road bikes since he was 13 years old; he managed and trained a successful cycling team in Washington DC. Fernando move to the US in 1988 and has managed some of the well known bike stores in the US, including Washington DC (City Bikes) Florida (BikeTech, Key Cycling and International Bike Shop) California (Cyclery USA) and Owned and operated Blox Bike Shop in Mexico City. Fernando rode so many miles through the years and has turn wheels and wrenches for a long time. He though it was time to make a switch to the Bike Education side and pass some of his experience to the new generation. So he worked on the SuperCyclist Curriculum Spanish translation, and got it certified.

He has been with BikeTexas, since 2005. Between 2005 and 2007; Fernando was a BikeTexas Safe Routes to School Outreach Coordinator for Amarillo, TX in the first ever and largest Safe Routes to School Pilot program in the country. At BikeTexas he has wore different hats in the past and worked in different Special Projects. He managed KidsKup a statewide program. He’s also gone back to helping with the SafeCyclist Curriculum, playing an integral role developing the ParentsPlus component. He was the first Mexican/Hispanic League Certified Instructor; SafeCyclist certified and has a Business Administration/Management Certification from Montgomery College. He has been working on the new Alternative Transportation and Tourism Master Plan (also known as the “Active Plan”) and connecting communities in Brownsville, Los Fresnos and Rancho Viejo, including Colonias and low income communities through the use of a bike as transportation and multimodal active transportation. Fernando is happily married to Irene Carrion Martinez, an excellent International Chef.They live in Brownsville with their 10 year old princess, Viviana Gabrielle.

The Transformative Power of Play

Research and anecdotal evidence continue to demonstrate the tremendous value of play — far beyond the obvious physical fitness benefits — and its ability to impact communities in powerful ways. While children’s play is most often associated with playgrounds and similar recreational areas, trails and greenways can provide educational experiences and immersive play opportunities for children as well.

Armed with research showcasing the myriad benefits of play, landscape architects are in a unique position to advocate for the importance and value of multigenerational play environments emphasizing full engagement — and trails can help provide more of these types of environments.

This program will examine the tremendous value of inclusive play — how play and learning can take place simultaneously while supporting growth and development benefiting physical, social and mental wellness, development of motor skills, etc. — and its application in the context of trails and greenways.

Linking Neighborhoods: Transportation Planning & Design in Low-Income Communities of the Rio Grande Valley

RGV Transport is an initiative to develop and implement a transportation activation plan that increases the use and availability of multi-modal transportation opportunities in Cameron & Hidalgo Counties in an effort to connect urban centers to surrounding rural communities. The project has two phases: research & identification, and outreach & education.

LinkingNeighborhoodsTransPlanResearching and collectively mapping the existing bus and bike transit systems at a regional, multi-county scale, RGV Transport has allowed project partners to see and prioritize disconnected communities. These regional maps are able to identify low income communities with greater transportation needs, identify opportunities for improvement, and initiate workshops with affected residents.

Outreach through community workshops serves a dual purpose. They collect information from users that aid the project partners in identifying and verifying service gaps, while creating a point of distribution for information on existing and proposed transportation services.

This presentation will speak to the process of identifying gaps through data, mapping, and community engagement, to recognize viable opportunities for strengthening connections to key destinations, and to create sources of community pride and character. A case study of the recently completed Belden Trail project will demonstrate how transforming an abandoned easement into a neighborhood pedestrian and bike trail connected low-income communities to nearby amenities and created an avenue for transportation that positively impact residents’ quality of life.

During her time at the GSD she was awarded a Penny White Grant to study public spaces in the Texas Colonias. She brings a background in visual arts, agriculture, small scale garden design and environmental education. In January 2015, U.S. Transportation Secretary Anthony Foxx challenged city leaders to raise the bar for bicyclist and pedestrian safety by joining a “Mayors’ Challenge for Safer People and Safer Streets” effort. One of the activities outlined through this challenge is to gather and track walking and biking data.

Cities throughout the United States are continuously adopting new policies focusing on bicycles as a viable means of transportation, one that is healthy and energy efficient when compared to motorized vehicles. However, the lack of systematic data collection related to walking and bicycling transportation modes creates challenges for improving non-motorized transportation networks and safety. As San Antonio continues to work towards building a viable bike network as part of the 2011 Bike Master Plan, the Bicycle Counting Program remains an important tool in evaluating the City’s goal to increase bike ridership for daily travel. By implementing and building upon an Annual Bike Counting Report, San Antonio is moving forward in better understanding its bicycle network.

In this session participants will understand the benefits bike counting programs bring towards evaluating your bicycle network, articulate the goals in creating a bike counting program, and the obstacles organizations should anticipate when creating their own programs and learn from the successes and challenges moving forward with San Antonio’s Bike Counting Program.

Timothy Mulry moved to San Antonio after growing up in Chicago and working within a variety of planning organizations throughout the Midwest. He is currently involved in key projects for the City of San Antonio such as the implementation of San Antonio’s Bike Master Plan, San Antonio B-Cycle municipal bike share system, and a variety of bicycle safety education and outreach initiatives. With a Bachelors degree in Urban and Regional Planning from the University of Illinois, Timothy is interested in providing sustainable, healthy, and safe transportation options for San Antonio’s visitors and residents. Her graduate career focused on citizen input in parks and recreation planning. She completed the Park, Recreation and Open Space Master Plan for El Campo, TX; developed a rivertrail revitalization plan for the City of Waco, Texas; and conducted an innovative citizen input process for the City of College Station Park and Recreation Department. Her graduate degree research focused on best practices for engaging citizen input processes. An active member of the Texas Recreation and Parks Society, Suzanne continues to present her research at conferences across the state.

Bud Melton is a Dallas based urban design consultant and lifelong advocate for enhancing urban environments for active, healthy lifestyles. He remains focused on area-wide implementation of healthy, active transportation and transit oriented mobility options. He regularly attends or presents at state, national and international conferences focused on transportation equity and active transportation.

Bud has written or helped-write bicycle and/or trail master plans for dozens of Texas cities, many of which are getting built out and generating award winning recognition for place making. Texas cities transformed include Austin, Waco, Fort Worth, Denton, Southlake, Colleyville, Grapevine, Highland Village, Cedar Hill and Dallas to name a few. He’s helped shape dozens more trail or bikeway design projects that are now much-loved and well used in cities around the state. Bud is expert at finding innovative solutions to complex problems, and has had unprecedented success with stakeholder buy-in.

Bud is on the Executive Board of the Greater Dallas Planning Council and serves as Vice President of Issues, and is a trustee for both the Texas Trees Foundation and the Deep Ellum Foundation. He is also a member of the LOCUS Developers group, a project of Smart Growth America, as well as the American Planning Association and the Association of Pedestrian and Bicycle Professionals, and is a founder and board member of Texas Trails Network as well as a past chair of BikeTexas.

Some of Bud’s signature projects include the Trinity Strand Trail, and a complex 1-mile trail connection to the Katy Trail. He also led innovative streetscape partnerships for upgrading Hi Line Avenue in the previously auto-centric Dallas Design District near downtown for 2 major mixed use redevelopments with nearly 700 dwelling units plus office and commercial spaces.

They are citizen stakeholders who know through their personal experience that bikes are part of the solution for many of their community’s issues related to health, transportation and the environment. So they speak up to fellow citizens and maybe the city council and discover a wall of reasons why it can’t be done here.

With 25 years of real world examples of surprising successes and spectacular failures, BikeTexas founder and first executive director Charlie Gandy tells stories and wrings out lessons for aspiring bike advocates. Getting thrown out of a Texas State Parks Board meeting by billionaires for proposing bike trails, leaving a Texas Hill Country ranchers meeting just one step ahead of being tarred and feathered for proposing a rail/trail project, shining a bright light on political cronyism and having the Governor agree and fix it – these and other adventures spotlight good and bad advocacy strategies based on Gandy’s real world experience.

Charlie Gandy is one of the architects of the modern bicycle/walking political movement. Starting in 1990 he was a founder and the first executive director of the Texas Bicycle Coalition. During the 90’s he catalyzed the creation of 30 state and local bike advocacy organizations across the country which became the foundation of the Thunderhead Alliance . As a consultant Gandy facilitated 1,200 pedestrian audits in progressive cities around the country stimulating better walking conditions. And before all that in the early 80’s Gandy was one of the youngest members of the Texas House of Representatives.

Shelly Plante is the statewide Nature Tourism Manager in the Marketing Group of Texas Parks and Wildlife Department. She has been with TPWD for nineteen years and her work is all about making life better outside! She oversees the Great Texas Wildlife Trail program (a series of nine driving trails throughout the state guiding visitors to local wildlife viewing attractions) and has been a coordinator for the annual Great Texas Birding Classic for the past 18 years, including overseeing the latest evolution of this program to a statewide event. Ms. Plante also coordinated and helped develop the Texas Paddling Trails Program that builds partnerships between local communities, other agencies, river authorities and Texas Parks and Wildlife sites while creating sustainable paddling tourism opportunities statewide. Shelly also works with private landowners on income diversification options through nature tourism and with communities on developing nature tourism programs within their region. In 2013 she added adjunct professor and lecturer at Texas State University to her schedule.

Plante received her Masters of Applied Geography with a focus on Nature and Heritage Tourism from Texas State University and has a B.A. in Plan II and Geography from the University of Texas at Austin.

Horses on trails can be intimidating. We identify ways to partner with individuals, organizations, and government entities to develop trails for equestrian and other users.

Texas Equestrian Trail Riding Association (TETRA) is a volunteer organization formed in 1997 with a mission to promote all phases of trail riding, develop trails and educate the public regarding horses and trail etiquette when encountering them on the trail. Attendees will learn about the history of TETRA, some of its accomplishments, and how partnering with others has led to cooperative relationships and the opening of many miles of multiuse trails across Texas. Three primary types of effective partnerships and some of the challenges faced and overcome will be discussed. Attendees will have an opportunity to discuss issues they have faced and identify effective strategies for working together to overcome obstacles.

Jan Price is a retired nurse educator. She received a BSN from the University of Rochester and a Master’s Degree in Health Services Administration from Central Michigan University. She served in the US Navy Nurse Corps during the Vietnam Conflict. Ms. Price taught nursing at Grant Hospital School of Nursing and then helped develop the trauma program and the LifeFlight helicopter service at Grant. In 1997 she moved to Waco, Texas to establish a Level II trauma program there. Jan has published articles and presented many papers on a wide variety of trauma topics.
Ms. Price is member of the American Trauma Society, the Association for Advancement of Automotive Medicine (AAAM), and the Society of Trauma Nurses, and Region 8 Co-Director for TETRA. Since 1998 she has taught AAAM’s Injury Scaling courses and became AAAM’s Technical Coordinator for Injury Scaling. She has taught Injury Scaling courses in the United Kingdom, Sweden, Spain, Viet Nam, Hong Kong, Thailand, Singapore, India and Korea.
She enjoys gardening, reading and riding her Missouri Fox Trotter, Diamond Rio, on trails around central Texas. She is married to a retired Army officer and pilot, Murray, and they have 3 children and 4 grandchildren.

Ms. Prices’ professional involvements include TETRA – member since 1998, former Treasurer, currently Co-Director Region 8, Member – Society of Trauma Nurses, American Trauma Society and the Association for the Advancement of Automotive Medicine, Technical Coordinator Injury Scaling (AAAM) – responsible for international and North American faculty and program content.

Planning and Implementing a Regional Urban Trail and Bikeway Network

Regional trail and bikeway corridors in urban areas are typically characterized by continuous linear corridors that provide long distance connections through communities and across counties, and provide connections to major destinations such as employment and education centers, transit stations, and/or other major activity venues with high volumes of users. Regional trail and bikeway corridors differ from local trails which are generally shorter in length and may terminate within a neighborhood, or may provide short connections between neighborhoods and local destinations.
Planning and implementing a complete regional trail and bikeway network in urban areas typically involves many local jurisdictions, agencies, and stakeholders. These efforts require looking beyond individual city boundaries and considering suitable alignments that overcome physical barriers and connect the entire region together.

The purpose of this session is to identify regional planning and implementation strategies and resources that facilitate a complete active transportation network across the region. The panel will provide presentations of case studies including the 150-mile network planned by Houston’s Bayou Greenways 2020, the Alamo Regional Bike/Pedestrian Study (Alamo Area MPO), and the 64-mile Fort Worth to Dallas Regional Veloweb Trail through five cities and two counties.

Panelists will describe examples of multi-jurisdictional and stakeholder coordination, trail alignment issues and opportunities, funding sources, and related implementation efforts.

Kevin Kokes is a Senior Transportation Planner within the Sustainable Development Program of the North Central Texas Council of Governments (NCTCOG) Transportation Department. The Sustainable Development Program is responsible for preparing and implementing programs and projects that integrate land use, transportation, and air quality policy of Mobility 2040, the Metropolitan Transportation Plan for the 12-county North Central Texas region. These activities include transit-oriented development (TOD) initiatives, and increasing accommodations and planning for active transportation throughout in the region. Active transportation efforts include planning for regional bicycle and pedestrian facilities, safety and education programs.

Prior to joining NCTCOG, Kevin worked in both the public and private sectors. His responsibilities included management and preparation of community comprehensive plans, transportation corridor studies, land use and transit-oriented development studies, urban design guidelines, complete streets and context sensitive solutions, sustainability plans, LEED project facilitation, community meeting facilitation, and design charrettes.

Allison “Allie” Blazosky joined the Alamo Area MPO in June 2013. As the bicycle/pedestrian transportation planner, she works to increase awareness of and participation in active transportation modes through outreach, community education and facility planning. She coordinates the Bicycle and Pedestrian Mobility Advisory Committees (BMAC and PMAC) and leads the MPO’s Walkable Community program.

Allie is a certified planner through the American Institute of Certified Planners and is Secretary for the Women’s Transportation Seminar (WTS) San Antonio Region. She holds a Masters of Urban Planning from Texas A&M University and a Bachelor of Arts in English from Trinity University.

Charles (Chip) Place’s extensive experience launched after graduating from Rice University School of Architecture and the University of Houston Law Center. The Sam Houston Trails Coalition (SHTC) is a first of its’ kind coalition in the National Forests in Texas working to create and maintain more and better trails for all users in the Sam Houston National Forest. A major element of the coalition’s work is to raise awareness of the SHNF – which is like a national park, just one hour north of downtown Houston. With the explosive growth of the Houston suburbs, the SHNF is the “final frontier” for development, putting more pressure on the Forest Service and the Coalition to build and manage trails as a major element of forest recreation. The SHTC is also providing ever increasing volunteer support for the Forest Service as they face continuing cuts in budget and resources. This is a critical time for the SHNF and this presentation seeks to highlight the challenges faced and the opportunities for the SHTC in the coming years. This session will discuss funding opportunities, diversity of trails in the SHNF, who are members of the Sam Houston Trails Coalition, how/when the Sam Houston Trails Coalition was formed and hear trail users talk about the trails they use the most.

Energy Corridor Complete Streets, Protected Intersections, Trails, and Cycling Encouragement: Changing a Suburban Business District into an Urban Place

The Energy Corridor on the west side of Houston is located along IH 10 between two 26,000 acre detention reservoirs controlled by the US Army Corps of Engineers. For thirteen years the Energy Corridor Management District has been planning, designing and implementing projects to transform the conventional suburban business district into a more traditional urban place with pedestrian and bicycle infrastructure connecting homes, parks and workplaces. The area has experienced tremendous growth that is challenging the investment in walking, cycling and transit use. See how 3 firms (Sasaki, Toole and OJB) accepted the challenge and prepared a master plan for the next decade to make changes that reward the short trip and/or transit and encouraging more walking and bicycling.

This session will include a review the National Park Service Rivers Trails and Conservation Assistance Planning for the West Houston Trails Master Plan, a discussion of how federal, TxDOT, County and City policies are changing in support of bicycling and active transportation and ways to convince private business and public agency decision makers to invest in transportation for people rather than cars.

Clark Martinson, General Manager of the Energy Corridor District, has been making neighborhoods and business districts come to life for over 30 years. Clark is adept at bringing together stakeholders and public agencies to make quality places. An avid cyclist who often rides a vintage steel bike to work, Clark’s transportation plans enhance and support parkway, highway and transit facilities, as well as pedestrian and bicycle improvements. He is a member of the American Planning Association, American Institute of Certified Planners and the Urban Land Institute and is also a lifetime member of the League of American Bicyclists and a Certified Cycling Instructor. Clark is a founding member of Chain Reaction Ministry where over 1,000 bikes have been repaired and given to others who need a bike for transportation purposes. Clark is currently storing 300 bikes that need to be repurposed and dreams of one day opening a bike cafe, shop and hostel in Waller, Texas – as inspired by Bike Texas and the Texas Trails Network.
